Trump to Send $9.4B Cut Plan to Congress.
The White House will send a $9.4 billion rescissions package to Congress next week, aiming to formalize spending cuts made by Elon Musk’s Department of Government Efficiency.
The proposal targets over $8 billion in foreign aid, including USAID and the African Development Foundation, and $1.1 billion from the Corporation for Public Broadcasting, which supports NPR and PBS.
A 45-day congressional clock starts once the package is submitted.
U.S. Tightens Visa Rules for Students, Officials.
The Trump administration has paused new student visa appointments as it prepares to expand social media screening for international applicants, citing national security concerns.
At the same time, Secretary of State Marco Rubio announced new visa bans targeting foreign officials, including some from U.S. allies like the U.K. and Germany, accused of censoring Americans abroad.
On Tuesday, Rubio also said the U.S. will begin revoking visas for Chinese students with ties to the Communist Party or those studying in sensitive fields.
President Trump also proposed capping international enrollment at Harvard at 15%, down from 31%, following a freeze on $2.2 billion in federal funding and a block on the university enrolling foreign students.

Yelp named In-N-Out the top fast-food burger joint in America, based on reviews from customers across more than 400 locations.
Rounding out the top five were Habit Burger, Shake Shack, Culver’s, and Islands Fine Burgers. The list was released in time for National Hamburger Day on Wednesday.
The list celebrates consistency, fan favorites like In-N-Out’s Double-Double—two patties, two slices of cheese, and all the fixings—and regionally beloved items like Culver’s ButterBurger and Shake Shack’s ShackBurger.
Despite In-N-Out’s slow eastward expansion, fans in places like New York are reportedly smuggling the burgers across state lines.
